Have you ever heard of the only “landlocked” region in the Philippines? We are talking about the Cordillera Administrative Region (CAR), situated in the northern part of Luzon. It covers six provinces: Kalinga, Abra, Benguet, Ifugao, Mountain Province, and Apayao.
Home to 1.8 million people, which is about 1.6% of the national population, CAR is the least populated region in the country, based on the 2024 Census. The Regional Welfare Office (RWO) of the Overseas Workers Welfare Administration (OWWA) in CAR is located in Baguio City, Benguet.

OWWA RWO CAR Joins Cordillera Month Celebration
Last July 15, 2026, the OWWA Regional Welfare Office in CAR joined the grand opening of the 39th Cordillera Month Celebration in Benguet, together with local government units (LGUs), national government agencies, and other stakeholders. Notably, the annual event celebrates Cordillera Day, marking the establishment of the region on July 15, 1987.
Here are some pictures of the latest celebration, as featured on the OWWA-Cordillera Administrative Region official Facebook page:
The Cordillera Administrative Region (CAR) may be the least populated region in the Philippines, but people can expect to benefit from OWWA’s programs and services through its Regional Welfare Office (RWO) in Baguio City, and Satellite Field Offices across the different provinces. For instance, aspiring college students can apply for the agency’s Education for Development Scholarship Program (EDSP), while maritime workers can sign up for the Seafarer’s Upgrading Program (SUP), a short-term training program for sea-based OFWs. Visit this link to know more about these programs for OWWA members and their families.
