Situated in the northwestern part of Luzon is Region 1, or more formally, “Ilocos Region.” According to the 2024 census by the Philippine Statistics Authority (PSA), Region 1 is home to more than 5.3 million people, who are spread across four provinces: Ilocos Norte, Ilocos Sur, La Union, and Pangasinan. It also includes one independent component city, Dagupan.
The Regional Welfare Office (RWO) of the Overseas Workers Welfare Administration (OWWA) in Region 1 is headquartered in San Fernando, La Union. From there, it oversees several “satellite offices,” which are located in different parts of Ilocos Norte, Ilocos Sur, and Pangasinan.

VIDEO: OWWA Region 1 Awarded for Exemplary Partnership
Last November 2025, the Provincial Government of Ilocos Sur, through its Public Employment Service Office (PESO), recognized OWWA RWO 1 for its “exemplary partnership” in carrying out employment facilitation programs.
The office is committed to meeting the needs of overseas Filipino workers (OFWs) from Ilocos Sur, and the entire region. From 2024 to 2025, it held eight “Parokya ng OWWA sa Barangay at Pamilyang OFWs” program sessions in different local government units (LGUs) across the region. More than 700 OFWs and their families benefited from these sessions.

Thanks to OWWA Regional Welfare Office – Region 1, OFWs and their families can easily access various services through its regional and satellite offices.
