Overseas Filipino Workers (OFWs) and their families hailing from Cagayan Valley Region can access various programs and services from the Overseas Workers Welfare Administration (OWWA) through its Regional Welfare Office (RWO) and Satellite Offices in the region.
Cagayan Valley Region, or Region 2, is comprised of five provinces: Cagayan, Batanes, Nueva Vizcaya, and Isabela; and four chartered cities: Santiago, Cauayan, Ilagan, and Tuguegarao. Located in northeastern Luzon, the region spans a total land area of more than 28,200 square kilometers — the country’s largest region in terms of land area.
OWWA Regional Welfare Office (RWO) 2
The OWWA Regional Welfare Office (RWO) in Cagayan Valley is headquartered in Tuguegarao City, the regional center and biggest city in the region. Based on the 2024 census, more than 167,200 people live here, making it the most populous city in the province, not to mention the entire region, and the whole northeastern Luzon.
OWWA RWO 2 is located at Regional Government Center in Tuguegarao City. It’s office hours are between 8:00 am and 5:00 pm, Mondays through Fridays.

OWWA RWO 2 Releases PHP 778K in Financial Assistance
On 23 July 2026, OWWA RWO 2 released a total of PHP 778,000 in financial assistance to 39 OFWs and their families. The distribution of financial assistance were as follows:
- PHP 20,000 for two beneficiaries under Memorandum of Instructions (MOI 001);
- PHP 24,000 for three beneficiaries of the Education and Livelihood Assistance Program (ELAP) – Scholarship Assistance;
- PHP 60,000 for three beneficiaries of the ELAP – Livelihood Assistance;
- PHP 104,000 for 10 beneficiaries of the Welfare Assistance Program (WAP);
- PHP 240,000 for two beneficiaries of the Insurance Claim Fund (ICF); and
- PHP 330,000 for 18 beneficiaries of the Balik Pinas! Balik Hanapbuhay! (BPBH) Program.
All of these programs provide valuable support for the educational, health/medical, and livelihood needs of OFWs and their families.
For OFWs and their families in Region 2, the OWWA Regional Welfare Office and its Satellite Offices serve as valuable lifelines, especially in their times of need.
