OWWA Regional Welfare Office 3 – Central Luzon Region

The Overseas Workers Welfare Administration (OWWA) provides a wide range of programs and services for overseas Filipino workers (OFWs) and their families. These are provided or facilitated through the agency’s offices in different parts of the world, as well as through its Regional Welfare Offices (RWOs) across the Philippines.

One of these RWOs is based in Region 3 or Central Luzon, which is also known as the “Rice Granary of the Philippines” due to its high production of rice. The region consists of seven provinces: Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales. Notably, it is the region with the highest number of provinces in the entire country.

OWWA RWO 3 Grants ELAP Livelihood Assistance to Beneficiaries

One of OWWA’s programs is the Education and Livelihood Assistance Program (ELAP), which supports the surviving dependents of an OFW who passed away abroad. To the OFW’s child or sibling, the program offers educational support; meanwhile, to the OFW’s spouse, parent, child, or sibling — the program provides livelihood support.

Recently, OWWA RWO 3 granted ELAP livelihood assistance to qualified beneficiaries from Bulacan, Pampanga, Tarlac, and Zambales. The distribution of assistance was held on 28th July 2026. Check out these photos featuring the said event:

OFWs and their families based in Central Luzon can easily access OWWA’s programs and services through its Regional Welfare Office (RWO) in San Fernando, Pampanga, and also through its various Field Offices in the region.

Aside from ELAP, another program offered by OWWA RWO 3 is the Skills-for-Employment Scholarship Program (SESP). Check out this article for more information.
