For overseas Filipino workers (OFWs) and their families in Bicol Region, the Overseas Workers Welfare Administration (OWWA) offers programs and services through its Regional Welfare Office (RWO) in Legazpi City, Albay.
Bicol, or Region 5, is situated on the southeastern portion of Luzon. It consists of six provinces: Albay, Camarines Norte, Camarines Sur, Sorsogon, and the island provinces of Catanduanes and Masbate. As of the 2024 census, the region has a population of over 6 million people.
OWWA Regional Welfare Office (RWO) 5
Just like other OWWA regional welfare offices across the country, RWO 5 provides a wide range of services for OFWs and their dependents. These include social benefits, welfare assistance, repatriation assistance, educational scholarships, short-term trainings, and many more.
The RWO 5 office is located on the fourth floor of Ayala Malls in Legazpi City, making it easily accessible via private or public transportation. The office is open every Monday to Friday, from 8:00 am to 5:00 pm.

From its main office in Legazpi City, OWWA RWO 5 oversees a primary satellite office in Naga City, Camarines Sur. OWWA RWO 5 Distributes Relief Assistance in Camarines Norte
In coordination with other government agencies, OWWA is quick to respond during natural disasters, providing relief assistance to families affected by typhoons, earthquakes, and other calamities.
Earlier this month, OWWA RWO 5 distributed relief assistance to member-OFWs and their families affected by Super Typhoon Uwan in Camarines Norte Province. The distribution started August 4, 2026, in Daet and Jose Panganiban. It continued on August 5 in Paracale and Vinzons; August 6 in Mercedes and Talisay; and August 7 in Basud.
Through OWWA’s regional, satellite, and field offices across the Bicol Region, OFWs and their families can benefit from various programs and services, depending on their needs.
