MARCH 27, 2026 – To make payment of membership contributions easier and more accessible, the Overseas Workers Welfare Administration (OWWA) has officially signed a Memorandum of Agreement (MOA) with GCash, a subsidiary of Globe Telecom and the leading “mobile wallet” and “finance super-app” in the Philippines.
The partnership signing was led by OWWA Administrator Patricia Yvonne Caunan and GCash Vice President and Head of Public Sector Cleo Celeste Santos, as part of efforts to broaden digital services for overseas Filipino workers (OFWs), wherever they may be.

GCash Adds OWWA to List of Billers
The agreement aims to provide OFWs with a fast, easy, and convenient method of paying OWWA membership contributions through digital means, OWWA stated in a Facebook post. This includes the onboarding of OWWA as a biller on GCash, along with webpay service integration. There will also be an “OWWA mini program” within the GCash app to make it easier for OFWs to access their services.

Notably, this initiative is part of the agency’s promotional strategies to encourage more OFWs to renew their membership through a simpler and more modern system of payment.

In related news, GCash has also signed a partnership with the Department of Migrant Workers (DMW) to create GHub, which features OFW entrepreneurs’ products on the GCash app. This includes the launching of “Buy Lokal, By OFWs,” a program that supports OFWs and enables them to have a stable livelihood when they come back home.

Under this program, returning OFWs are equipped with GCash for Business (G4B) devices and given extensive orientation on opening and using their G4B accounts. This way, OFWs can look forward to having a successful reintegration when they return to the Philippines.
