Seafarers’ Upgrading Program (SUP): Requirements, Courses and Training Centers for Filipino Mariners

Filipino seafarers are known for their technical skills, diligence, and dedication to their jobs. As sea-based overseas Filipino workers, they are also part of the Overseas Workers Welfare Administration (OWWA), which promotes and protects the welfare of all OFWs and their families.

OWWA offers the Seafarers’ Upgrading Program or SUP. This is a short-term training program that seeks to enhance seafarers’ skills, making sure that they meet the competency standards of the International Maritime Organization (IMO). Program Benefits

Since 2004, OWWA has been implementing the Seafarer’s Upgrading Program (SUP), providing seafarers with financial assistance up to PHP 7,500 per upgrading course. This amount may also cover up to two courses, provided that the total fees do not exceed the said amount.

Program courses are held in accredited maritime training centers or institutions. After availing of the program for the first time, the seafarer may avail again once every three (3) OWWA membership contributions.

Eligibility

Active OWWA member-seafarers are eligible to join the SUP program.

Requirements

To apply for the program, seafarers need to prepare the following:

  • Seaman’s Identification Record Book (photocopy of data page);
  • Passport (photocopy of data page);
  • OWWA Membership Record; and
  • 2×2 Colored ID Photos.

NOTE: Copies of OWWA membership records may be requested from the nearest OWWA Regional Office. For those who are availing of the program for the second time, their three (3) latest OWWA membership records must be submitted.

How to Sign Up

Here is an overview of the steps in applying for the SUP program:

  1. Go to the nearest OWWA Regional Office.
  2. Present your passport or valid ID at the Education and Training Unit/Focal for the verification of membership records.
  3. Submit all the necessary documents.
  4. Wait for a message from OWWA with regards to the approval of your application, as well as your schedule for claiming the Notice of Award (NOA).
  5. On the given schedule, go back to the OWWA Regional Office and claim the Notice of Award.
